Barry has it right, as usual.
Windows XP, Vista, 7, 8, 8.1, and 10 will all support a serial port. Your
laptop may not have a physical serial port, but if it did, the OS would
support it.
But your laptop probably has a USB port. There are inexpensive converters
that use something called an FTDI chip that will convert a USB port into an
RS232 (COM) port that works.
You didn't mention what software you are trying to use to get your Eagle and
laptop talking to each other.
