The Eagle has a USB port and does not need a USB to serial converter. But the Eagle does require a driver that makes the Eagle's USB port appear as a serial port.

This driver is on the old tentec website but where is that now?

But your laptop probably has a USB port. There are inexpensive converters
that use something called an FTDI chip that will convert a USB port into an
RS232 (COM) port that works.

You didn't mention what software you are trying to use to get your Eagle and
laptop talking to each other.

He's not finding a Vista driver for what Al?  All he needs is a serial port.
