The Eagle has a USB port and does not need a USB to serial converter.
But the Eagle does require a driver that makes the Eagle's USB port
appear as a serial port.
This driver is on the old tentec website but where is that now?

But your laptop probably has a USB port. There are inexpensive converters
that use something called an FTDI chip that will convert a USB port into an
RS232 (COM) port that works.
You didn't mention what software you are trying to use to get your Eagle and
laptop talking to each other.
