Mike,I should have urged you to also check the power pot control for an open circuit, or bad connections. That is a screwdriver adjusted small pot accessed on the bottom of the transceiver. Hope you still have the case removed so you can easily get to that pot. Refer to on line Scout manual for the exact location of this pot. Maybe the fault is your driver transistor went South, or a bad solder joint to it has opened up.
