Do you happen to have a parts location diagram?
I can see a couple of diodes beneath the circuit board mounted SO-239s on the
board, but I don't want to remove both of those connectors unless absolutely
necessary. I assume D116 is one of those?

Added info: If D116 is shorted, it will not pop the fuse because it is looking
at a 1K load resistor. If you did get a transient at the antenna, it is not
unreasonable to think that D116 would fail.
It is possible Q77 failed as well but that is a really common 2N3904.
