Sounds like the TR relay.   It is a sealed relay,  mounted on a small PC board just behind the aluminum cross member.   Usually supported on wire legs in order to reduce the sound of the relay operating.

Be sure the voltage at the radio is 13.8 to 14.8 volts.    Also be sure the ground terminal on the radio is connected direct to the ground terminal on the power supply.
