And just what criteria would be used to separate the "Beginner and
Intermediate" from the "Big Guns" ? And who would make that
determination ??

I am not sure this would really work.  I think this list is the right place
for doing all of this.

If we make two lists - then likely one list would die.

If anyone wants a signal report when I am CQing DX - feel free to call.
Also,
if I hear a new call on the band CQing - I make a point to work them.
