On chrome moly, once the surface rust coat forms, the rust process slows down
dramatically. The question becomes do you want it to last 50 years or 55
years?
If the mast is not capped, any rain or condensation will cause rusty water to
drain down your rotor and tower, however. That can be unsightly. If you can
see it from the ground, however, the tower is not high enough :>}
