David, sub fed panels, such as in your case, must have the neutral and
equipment ground separated. Do not strap them together, this will put you
in violation of the NEC and probably a whole lot of other safety, fire
prevention and insurance underwriters engineering departments.
Conventionally the green equipment and white neutral are tied at the
distribution transformer or service entrance. Is there not some kind of a
disconnect, circuit breaker/fused switch at the power pedestal. If so
then the installation you described appears correct.
