Our Field Day group uses 50 ft towers.  For years, a local
crane company donated set up and take down time. One
year they were late and a group tried to "pull up" one of the
towers with a heavy rope and a vehicle.  The rope SNAPPED.
We were lucky it didn't hit anyone.  

I have pushed / pulled up 40 ft of R25 with NO other load 
with GREAT DIFFICULTY.  The maximum I would recommend
for safe tilting on a simple base would be 30 ft.

The "falling derrick" is a good technique when done properly
by a knowledgable trained crew with the proper equipment.

A trailer mounted crankup tower may be your fastest
and simplest solution if you can locate one. You will
need to guy it.

Since you are only installing lights, an ALUMINUM tower
may also be a good idea but I would still recommend
assembling it section by section or with a crane.

Heights Aluminum towers come in 8 ft sections that 
are light enough and short enough to not require a gin pole 
for erection.  Having two people on the tower to place the 
sections by hand makes for easier assembly.

Whatever you do, I strongly urge that you find a knowledgable
tower person to supervise the installation and removal.
One mistake could cost someone their LIFE.
