Off the top of my head...

First check all supply voltages
Check how voltages change when brake on/off
I assume it still has a potentiometer to give a variable voltage back at the
controller - check this voltage is it changing when the beam rotates ? If
not, why not ?
If the meter shows 666 all the time, this might be a full scale reading of
some type - don't forget chips are voltage readers, not specifically working
to 360 degrees. Locate data sheet on chip and find its analog input pin. Is
this voltage changing ? Does the chip have some kind of reset pin ? Is this
being pulsed correctly ?
Worst case is that you might have blown the chip - not the end of the world.
Display and other things OK.
