Why not make up a fixture using a laser level? They are
available today at very reasonable cost.

Strap the thing to one tower leg and characterize how far
off the leg the laser beam projects. (There is always some
offset of the laser beam from the surface upon which the
level rests.)

Use a jig or tape measure to see how far out of plumb the
structure is.

Just a stray thought...
