I think this statement may be a bit misleading for tower leg applications.
If they do break it will likely happen as the tower buckles from very high
wind force or other extreme external force, not because of downward weight.
And then the question would be why would you worry about breakage in these
cases?

Well, that was my question.  Are there any advantages or disadvantages to
using Grade 8 hardware?  Sure, it will cost more, but you could be pretty
confident they'd never break on you.
