Go to www.w4mq.com (one of the fathers of Internet Remote Base ) operations.

You'll need broadband on both ends of the connection for contesting...

I've had my personal Internet Remote Amateur Radio (IRAR) station up and 
running for the past 3+ years and it's great.

Noise floor in the city +20db  in the country below S1 but not much 
broadband in the country...wish we had the new BPL that operates at 900mhz.
