When you say power lines, do you mean transmissions lines, or the 220 drop 
into the buildings?  Big difference.

If you are talking transmission lines, many states have laws against that. 
Plus if the tower falls and wipes out power to a neighbor hood for what ever 
reason you may end up being billed for the repair work.

If you are going to guy a self supporting tower I'd consult the manufacturer 
as they will greately increase the vertical load on the tower legs.  They 
also change the torsional moment of the tower, but I don't know if that 
would be good or bad, again a good reason for consulting the manufacturer.
