It might not be cheap, but here in SoCal, you can buy a container grown
rose, already on a very nice trellis, at least 10' high. Have a iron fence
fabricator make a bracket and hinges to hold the container and trellis that
has a vertical support in front of the tower face. When you need to climb,
you swing the whole rose and trellis to the side. It would be "commerically
fabricated" and, if suitably designed would probably meet your regulatory
requirement. I'm not aware of any industry standards for "anti-climb
devices". Water the rose in the container with a drip emitter fed with
flexible hose.
