Sure.. but the idea was that if the objection (from XYL, neighbor, or HOA) 
to antennas is aesthetic, the tree thing can eliminate that objection.

I suspect that a rule against radio transmissions, per se, would be tough 
to enforce for a couple reasons:
1) Most HOAs don't have the resources to mount a DF project, and the local 
ham club's T-hunters are hardly likely to be a good resource.
2) While the FCC has stayed away from aesthetic issues, they are pretty 
clear that nobody else is going to be regulating RF exposure. I don't know 
that it's been tested in court, though.

and of course, the "equal protection" or "discriminatory enforcement" thing.
