On HF, especially on the low bands it´s the same,
There is no reason to be different to VHF/UHF.
I agree however, when signals are well above the noise,
The 1db difference will not be noticeable.

I can say from experience, on VHF and above 1 dB is HUGE! IT has made all
the difference in a solid Q5 copy or just a weak signal in the noise. 

I agree, in HF use, 1 dB is usually unnoticeable.
