Let's clarify what we're talking about. If we make a change in the
loudness of a sound sitting FAR above the level of other sounds, 1 dB
is approximately the change that most people will just hear.
BUT:
Put that sound within 10 dB of other sounds (like noise, QRM, or even a
musical performance) and a 1 dB change can be HUGE. It has NOTHING to
do with whether it is VHF, HF, or the sound in a room. It relates
entirely to the ability of our brains to separate one sound from
another.
