I don't know the answer, but one good way to a pretty good prediction
would be to model it in NEC with a series resistor in series with the
bottom of the grounded tower. Compute the field strength with two values
for the resistor -- 200 ohm and 8 ohms. The difference in dB is
probably a pretty good estimate of the value of radials.
