The Ringo is designed to cover the whole band.(if it's like the one for
2-meters), or if some one cut off the excess tubing.
The radiator is telescoping. You only need to extend it a couple of
inches (I don't know how many) to get it resonant low enough to cover
the bottom portion of the band. I don't remember if any changed need to
be made to the matching portion.
I'd bet there are at least a half dozen on there that own or have owned
one that know more about them than I do.

I worked a station in Central America (from Midland MI) who was working
on his rig on the bench. He just had a piece of wire stuck in the SO-239
on the back of the rig. Your Ringo will work far better than that when
the band opens.
