Generally, there are no restrictions as to manufactured vs home brew towers.
Many building codes, including the Florida Building Code require aherence
to a national ANSI standard, TIA/EIA RS-222, currently at version G.
The certification to this code can typically be done by a Professional
Engineer, who has education, experience, and has passed a rigorous
examination that includes structural analysis.
So if you want to design, build and erect your own tower, you can do so
almost anywhere in the US as long as a PE certifies wind bearing capability
as required by code.
