The top one. There is very little chance that you can line the two
bearings up perfectly. I don't think you want to tighten the lower
bearing. I don't think you need the lower bearing. The bearing plate
should be sufficient.

I doubt there is a way to make the two bearings share the vertical load, so
which one should I choose. I'm thinking that the top bearing should take the
load and use the lower bearing to stabilize the mast laterally.
