Yes, the voltage maxima are coincident with the current minima, so maximum dielectric loss will be coincident with minimum copper loss. How much those two offset each will obviously depend on their relative magnitudes.

As a numerical example: a 50 Ohm line with a 2:1 SWR will have maximum voltage where the impedance is 100 Ohms resistive; that's also the point of minimum current. A quarter-wave away from that point the impedance is 25 Ohms resistive - that's the point of minimum voltage/maximum current.
