The Beverage concept is pretty forgiving. Heights can vary, the wire can zig and zag, go into and out of ravines. Will a textbook ideal height perfectly straight Beverage work better than one that isn't so ideal? Probably, but it will work. At PJ4, where driving anything into the volcanic-like earth was not even slightly practical, the "ground" termination was a 25-40 ft piece of wire laying on the ground. It worked well enough for us to hear JA and the western US better.

NI6T said it best -- ANY Beverage is better than NO Beverage.

I've seen advice from those who claim to know that Beverages do NOT work well above a metal fence.
