I agree with Patrick, it is far more important to keep the tower sections
"in-line" with one another.
This will keep equal stresses on all tower section faces.
Attempting to correct a warped tower, with un-equel guy cable tensions can
cause catastrophic failure.
Is their any possible way you can correct the tower foundation, by digging out
the appropriate side of the concrete block?
This procedure itself will reduce the overall soil integrity about the tower
base.
Do you have a "level" other than a "plumb-bob" to check the tower vertical
properties in at least two different planes?
Two weekends ago, I started tower #2 on my property.
The concrete base is 3' x 3' x 4', belled out at the bottom, 3" of pea-gravel
in hole base, back-filled with 35 @ 80 pound concrete bags and 30' of re-bar.
A 30 - 45 day concrete curing period is in progress.

With small versatility errors, straightness is more important than vertical
perfection.
Keeping the tower "in-column" is more important than a little lean.
