If the bolts that are already there, are possibly welded internally, or
fixed to internal anchoring metal within the cement,
then wouldn't it be true to say that drilling out cement material and
inserting a new bolt with a cement patch
would provide less strength than the original bolts?
If that would be a risk, then is there a possibility that the current
bolts could be used?
Perhaps bolting into the new upper section or bolting to an intermediate
steel frame which attaches to the new upper section?
