YES! They look at the TX output, see 50 ohms, look at the Zo of the line, see 450 ohms, and think those are the impedances they are matching. Nope -- the Z on the secondary is the wildly variable feedpoint Z of the antenna at the operating frequency, transformed by the length of the line, which varies as a function of frequency.
