I believe you will find the problem, if there is one, is the lateral
load on the two legs rather than the dragging unless it caught on something.
I would think the trolley option mentioned would offer no give and be
harder on the legs than the dirt. 25 and 45G legs are quite fragile to
lateral load on the unsupported legs. 55 IIRC is notably stronger.
A commercial operator should have no problem.

Well in lieu of a roll-around foot-basket of some sort, one option
would a simple foot that bolted to the leg flanges, maybe a thick
piece of plywood or something that was sized to keep the lower ring
from touching the ground.

I can't quite visualize how rings complicate things that much if you
have the base on the ground and the tower tipped up on a support 2/3
or so up the tower.
