That is known as a capacitor start - capacitor run motor.  The
capacitor provides a phase shift between the two windings to
control the director the motor runs.  Hy-Gain (CDE) rotators also
use capacitor start - capacitor run motors.  Nothing "strange"
about them at all; the technique is rather common in fractional
horsepower reverseable motors.
