You asked about the rotor and if it will fit and didn't look like you had the
dimensions. Well here you go. Will the 1/2 inch difference matter? That is
something you'll have to measure. I have the same tower and am at work but if
you crank it down you should be able to measure the inside dimension of the top
section when it's cranked down.

The ARRL insurance is great, but it's quite expensive if you have a contest
station with multiple towers, lots of antennas and pricey equipment.
My homeowner's policy covered about $10K of damage to my ham gear and other
devices in my house from a lightning strike (probably not directly on the
tower, but a nearby surge picked up by the tower.) The insurance company knew
it was ham gear because they had to hire a technical consultant to evaluate the
damage. They didn't ask questions about the tower, which they probably didn't
know about, or how the surge got to the equipment. (FWIW, I've taken steps to
prevent a recurrence.)
I have accessory structure coverage, too, but honestly don't know if it would
cover damage to the tower or antennas. The most probable damage would be from
wind in conjunction with heavy ice buildup. Somewhat rare where I live, but not
impossible.

After I had installed my tower in 2001, I contacted my insurance agent
about coverage. She told me that my tower is covered as an accessory
structure. That return email from her is in my tower file. YMMV.

California is always out in left field. Years ago in Ohio, my antennas and
towers were covered without question as "auxiliary structures" - no different
than the barn, detached garage and summer kitchen on my property. The only
issue is that coverage for "auxiliary structures"
is generally limited to 10% of the primary coverage.
I had occasion to test the coverage as the result of winter storms and there
was no issue. The damaged antennas and cost of replacement were covered
without question (after providing the necessary proof of loss).

I am using an active 8-foot vertical elevated at the base about 25 feet
(on a roof edge) for receive-only (RBN). Would the antenna be more
sensitive ifI directly grounded the case (and coax shield) to a ground
rod directly below the antenna? It does not currently have common mode
chokes on the feedline

I am not sure of the 47d's rotor shelf but it's only 1/2 in dia bigger and
1 1/8 in taller .

Yes it will, I have had all the Yaesu rotors on the same base plate in the
top section of an LM470, they all fit. The G2800 is slightly taller so you
may have to drop the mounting plate down a little further.
