Yes. Although I own and frequently use test equipment for TDR, I use the
average diameter method Tom describes to estimate the length of rolls of
cable and rope. For cables having unknown VF, it's at least as reliable
as a TDR (because the TDR depends on VF).
Also, many mfrs include the running length in feet with other labeling
along the cable.
