My suggestions are as follows.
Set the indoor controller to local, go to the tower, open the box front,
using the switch on the outdoor control, move it to the down position & see
if the contactor in the middle of the box closes & causes the motor to run.
If not then disconnect the ac power from the outdoor box & the indoor
controller.
Remove the belt guard & rotate the pulley by hand & lower the tower fully.
Then see if power is getting to the motor. Do not try to do any service
with the tower fully extended. The motor can var bought from Grainger &
other suppliers if needed.
