We have prototyped a web based log entry form that does basically this.  
Currently, it only works for the NCJ Sprint contests however.  While it 
is easy to use, I think it is slower than using a logging program and 
updating the time.  I know of one logging program that makes it simple
to jump N minutes, but using Alt-1 to Alt-0 for 1 to 10 minutes.
