Hi John.   Regarding "captive rovers" the rules are structured to
discourage this practice.  General VHF Rule 2.3.5 says "All Rovers are
encouraged to adopt operating practices that allow as many stations as
possible to contact them."   As a rover myself, this seems pretty clear to
me.  Yes, the rules do not say "no captive rovers", but defining what that
is is impossible.  If a station in say NM or ND equips a rover with a 2m FM
handheld and one of two 24 GHz units that they built and only works them,
that is very understandable but may "appear" to be captive rover.  Remember
that these rules apply from Maine to California, VE8 to Texas.
