How about something nice and simple.  If you are a rover and more than 20%
of your QSOs are with other rovers, you are defined as participating in a
group effort and therefore, you are an Unlimited Rover.

I'd like to hear from other rovers on this idea.  I can't imagine random
contacts making up more than 20% of your total QSOs, but I haven't done this
as along as most here.

This would be an easy change.  There would be no need to learn new
strategies or scoring systems.  Stations could remain the same.  There would
be minimal disruption to the status quo.  Logging software would remain the
same.  The only change would be on the ARRL's end.  They would just have to
make an extra check to see what percentage of a rover's log is with other
rovers and move them into Unlimited if the percent is more than 20.

Seems easy to me.
