Really like Jack's suggestion.

With the exception of few years out of a decade, 10 Meters performs more like 6 Meters than an HF band anyway. Another factor is that most solar scientists are predicting the next solar cycle to be another with very low activity, adding weight to the argument that adding 10 Meters to the VHF Contests might be a good idea.

Despite the efforts of folks like Ten-Ten, there is little activity on 10 Meters in the months without e-skip.
