I'm no lawyer, and while PRB-1 may not be able to repeal a CC&R that is already in place (and to which the owner presumably agreed), it may be able to prevent the imposition of a non-compliant CC&R on a future sales, which would still be a useful thing going forward.

There is no link to the actual legislation, but if this bill has
language in it that would direct the federal government to void part
of a private legal contract between two parties, then I don't see it
passing.  Going forward, maybe, but even that's a stretch.
