Maybe Paul would be kind enough to post a graphic of how many logs are received 
by the ARRL for each of their contests, both HF and VHF to understand visually 
the disparity.

I doubt that slicing an already small VHF population into even smaller segments 
by having separate "human decoded" and "machine decoded" contests will result 
in the outcomes being sought.
Activating everyone in the same contest and having categories seems to be a 
good compromise.  As operators become more savvy, they will figure out what 
brings them the most fun and gravitate to develop the right skills to match.
