Those that are Alt-* usually are those that will work at any time - that is, 
without any menu dropped down.  

The others, like the ones in question here, are only "menu shortcuts" (my term 
- no clue what Gates & Co. call them) and you only need to press the underlined 
key.

For example, look at the Tools menu and the CW Keyboard.  The C is underlined 
as a menu shortcut, and you are also shown the keyboard shortcut of Alt-K for 
the same feature.

I'm no windows expert either, but this seems pretty clear to me.

I also find this same "standard" in many other programs that I have.
