Why should WL have a clock on the screen when the task bar is displaying one? WL can easily fill a whole screen with useful information, so a permanent taskbar is a waste of space - especially when all you really need is the clock. If the taskbar properties are set to auto-hide, you have the *whole* screen for WL. The taskbar only pops up when you move the mouse pointer to the very bottom of the screen.
