After getting Don's message below I decided to uninstall V10.74J and go back 
to V10.73D because the WL mixer control worked there last weekend. 
Uninstalled 10.74J and installed 10.69D full install.  Started it up and 
still no audio to the WL mixer control.  Did the update to 10.73D - still no 
audio making it into the WL mixer control.  Updated again back to 10.74J - 
still no audio.  I think this eliminates the 10.74J update as the culprit. 
Obviously I have something else going on here, but am lost as to what.

With WL running, the Line LED on the MKII is lit and the vertical bar in the 
Sound Recording tab for the microHAM line CODEC is showing movement. 
However, the WL mixer control is not getting any input from the MKII.  I now 
suspect Vista has once again reared it ugly head, but can't figure out where 
to find more info and make a setting change to get things right again.  This 
is tedious - seems like every time I start WL under Vista it's a crap shoot 
as the whether or not the sound card will be allowed to function properly!
