I found the same thing with my VISTA OS.  It is not a big thing to copy the  
wl_cty.dat to Virtual Store\WriteLog\Programs.

Just remember, no good deed go's unpunished.

I just want to thank AD1C for the Amateur Radio Country file that he keeps 
updated.

Ok Wayne, thanks for eliminating the confusion.  The answer is that there is 
NO wl_cty.bin file created under recent WriteLog versions.  BUT, WriteLog 
definitely created a wl_cty.bin file in previous versions.  I still have one 
in C:\Program Files\WriteLog\Programs dated 10/22/2008.  Until this thread 
started I also had one in my Virtual Store\WriteLog\Programs that was dated 
late 2009.  That one is now in my Recycle Bin as I deleted it to see if the 
latest wl_cty.dat file would function correctly without the bin file being 
in the Virtual Store location.  It works without the bin file which is what 
was confusing me.

As for your steps a - d I am doing that, but under Vista, with UAC enabled. 
the conversion doesn't work.  To make the correct VERSION appear I must 
first copy wl_cty.dat to Virtual Store\WriteLog\Programs. Then run Convert 
CTY and use the "Convert alternative prefix database..." button to select 
the wl_cty.dat file in the Virtual Store.  When converted that way the 
correct VERSION will be found from a WriteLog contest module.
