One last update on this
On my Windows 8 Surface Pro there are three object size settings (Small Medium
and Large). The small and medium work just fine, the one that does not work is
Large. Not sure the reason, but at least I know what works

Just an update on this.
At work, I use my Win8 based Surface with a separate monitor connected to a USB
docking station.
Moving Windows works just fine in that configuration. The cursor is connected
to the window when I move it, and it stays when I release the button.
The issue appears on the native Surface screen. It occurs with both the
touchpad and the Bluetooth mouse. I will try some different resolutions and
font sizes

No problem installed on the desktop/in the Start menu with either
Windows 7/64 Pro or Win 8.1/64 on hardware from an old Core2Duo to
an i7. However, I am using a traditional mouse and not the touch
pad or touch screen.
