The timer is to allow two different tariffs to be charged for on and off
peak supply it is a electro mechanical timer with gears and cogs powered by
a small motor drive. I have details and pics here I will post later.
PME is a common system in the UK that bonds the earth/ground to the neutral
at the meter box incoming supply. Some details here.
