The Crown Vics for police duty do have a number of differences in them for safety, convenience of mounting police accessories, and they are required to protect for radio reception in the radio bands above 30 MHz.

Performance below 30 MHz isn't any better because of the police package. There is a big difference 20 meter amateur reception and public service VHF/UHF reception. The two services are separated by an order of magnitude in frequency with the amateur radio service HF stuff that much closer to the ignition noise and pulse width modulated signals (frequency-wise). There is also the difference in signal levels and modes with the public service radio generally having higher received signal levels and being FM which is more immune to noise.

Good radio performance above 30 MHz doesn't guarantee good performance below 30 MHz.

Hmmmmm...maybe I missed somrthing here.

Don't most Police Depts buy American cars, like especially
the Ford Crown Vics etc and what do they get when they buy
the "police special" since they have deal with commo gear
to be installed or is it not a problem at the freqs the
police and other service vehicles use.
