The bulbs Howard mentions are Halogen bulbs.  Yes, they are more
efficient than the old incandescents, and cost about $2 each. LED
Bulbs are frequently subsidized by local power companies, and for
about $2 each, draw about 1/4 the power.

I was referring to the "rough service" bulbs, which have terrible
efficiency, and are typically sold in 99 cent stores. It's a shame
that those are still allowed to be sold.

Not true. Hasn't anyone read my posting earlier about the GE
incandescent bulbs I cited? They’re lower wattage and have a tad
more lumens.
