Well, as far as I'm concerned, you have bent over backwards to handle 
this.....person. 
IMHO, this has gone far enough.

At this point, if it was my problem, I would begin "hammering" on the ARRL, 
probably every 
day, until I got some action from them. I wouldn't simply contact them once and 
wait for an 
answer.

The squeaky wheel gets the grease, so squeak louder and more often.

Many here have given you excellent advice. Now it is up to you to sort those 
out and do 
what you think best.

BTW, Ken K5RG's advice vis-a-vis the power company's RFI guys is appropos. The 
guy I 
work with in our power company is one sharp cookie, and has helped me several 
times, day 
and/or night.

It certainly wouldn't hurt to at least contact them with as formal a request as 
you can make.

In one of my cases, a 20 over 9 noise level on 80, less so, up, he came to my 
shack, took 
noise signatures, and went looking. He found a defective neon sign, an immanent 
fire 
hazard, at a local pharmacy about 3 blocks away, notified the manager, and it 
was fixed 
within a few days.

In another case, he found a loose guy downlead from a power pole that was 
intermittantly 
touching another ground wire.

Good fella, him.
