Electronically Commutated Motor. And no, they aren't by design noisy. Poorly implemented ones can be though! I have several in my HVAC and they are quiet. The air handler blower motor and condenser cooling fan are often ECM  in modern systems like what K2KW is looking at.

If there is a variable-speed-contolled motor, there will be noise. I don't know what ECM is the acronym for. :)
