 It is the value of DC resistance that would be measured if a high enough 
voltage was applied to measure the current. It is a DC resistance.
 The resistance WE are talking about is the resistance that is added to 
the equivalent circuit in series with the capacitance represents the 
power dissipated when the capacitor carries RF current.  This is an RF 
resistance.
 This equivalent circuit consists of series Rs, Cs, and Ls and is 
approximately the nominal value of C that you bought, Ls is the 
inductance of the wire leads. That high value of DC resistance is in 
parallel with Rs and Cs.
