Maybe. Maybe not.
Newer chargers, at least all I have seen, are sharp pulses that make
tics. Most of the fences around here have newer chargers, but there
are a couple old ones around here that buzz when wires get close to
posts or have bad splices.
Older fence changers are long periodic raspy buzzes that cycle every
few seconds.
Of course small transformers with thermal overload switches, like
doorbell transformers, can cycle off and on...as can other things
